  9. Czechoslovakia. A garden-supply chain in Prague is selling 1-lb.
  10. packages of pot imported from neighboring Romania for the
  11. equivalent of just 85 cents. According to the manager of the
  12. state-owned company, the weed is an effective "fertilizer."
  13. Thanks to the country's confused postcommunist legal system, it
  14. is not against the law just to purchase the "fertilizer." When
  15. the product's availability was disclosed in the Czechoslovak
  16. weekly Mlady Svet, dozens of Prague teenagers developed a sudden
  17. interest in gardening.
